Please remove this language " by persons in direct care positions who do not live in the home." 

I am a minister in Leesburg VA who values the lives of persons with disabilities and I believe that including this language will damage the heart of the mission of l'Arche homes and many other facilities in the state of Virginia (see also Innis Free Village in Crozet). Further move it prevents other such facilities that highly respect the needs of individuals, from coming into our state (such as Friendship House a community that pairs college students and young adults with disabilities within a shared community). By dictating that persons with disabilities should not live with persons who care for them you are denying them the right of living in a community that values them for their gifts and further isolating them and othering them. I urge as a minister and as a concerned citizen to remove this language.
