I have had the privilege of visiting and sharing a meal with members of the L’Arche community several times.  It is truly amazing to see the love and care that the live-in assistants provide – they show respect to people living with developmental disabilities, holding planning meetings with them, helping them achieve as normal a life as possible.  They provide care and understanding that people coming and going on shifts would not provide.   Please remove the words “people who do not live there” from the proposed regulation.
