definition of group home

Please delete "who do not live in the home"  from the definition of "group home."  Having a direct caregiver living in the home provides a real sense of a home rather than having different caregivers coming and going in shifts as they do in institutions.  Please put yourself in the position of the resident:  would you prefer someone there with you, caring for you, in a family model or an institutional model?  Additionally, there are group homes existing now that truly create a home environment for their residents by, among other things, having caregivers live in the home with those who need their care.  The existence of these warm, loving environments is threatened by the new definition of "group home".  They will have to become more institutional or close their doors.  Both would be a terrible disservice to those needing a group home environment.

Please, please, please exclude the clause "who do not live in the home" from the definition of "group home".
