I would like to comment on the petition brought forth to repeal Charitable Gaming Regulation 11VAC15-40-110. I do not know anyone at Redwood Bingo but I have been a member of Ruritan for 20 years and I have never been able to work bingo on behalf of my club due to my Dad being the landlord of the building where our club holds bingo. I do volunteer for another group but it hurts me that I cannot work with my club to raise funds that help people in need in the very community I live in. I would like to say while I would be okay with a landlord working bingo, I understand the thought process of not allowing the landlord to participate. However, I have always felt that restricting the landlords parent, child, sibling, grandchild, grandparent, mother or father-in-law, or stepchild was overkill. Our club is located in Southwest Virginia and a great percentage of any civic club or organization is made up of families due to small communities that make up our area. As a further example, the church I attend is small, maybe 40-50 on Sunday, and about 5 families represent the majority of those attending. I feel like any person that wants to do someone wrong, do something illegal, etc., could really care less about what the rule or law says. If they are intent on doing wrong the written rule or law means absolutely nothing to them. If it did, we would not have murders, people being killed by drunk drivers, rapes, and on and one and on. The key is to hold people accountable when a wrong is done instead of giving them a smack on the wrist. Laws are in place to hold those who may choose to violate the law accountable. The paperwork required by the Gaming Commission is another aide to make sure things are being ran properly.  Repealing subsection 1 of this law would free people up to donate their time to help raise money to give back to their community. Finding people willing to give their time is not easy and is made way more difficult with the restrictions of this rule. Our club has about 10 willing to work and they divide up between the two nights we hold bingo. Currently, we have 2 in the hospital and 4 that are caregivers to elderly parents and grandparents. When they cannot work, it makes a hardship on the others to cover the nightly sessions. I am in full support of repealing subsection 1...however, I do not support the repeal of subsections 2 and 3 and think they should be left in place. Should this rule be repealed I can assure you that my Dad (and Mom) have never and will never participate in bingo. They just simply prefer to not be involved. However, they fully support anyone willing to work and make a difference in the community they live be allowed to do so and that includes me.
