There is one job that government must take care of; that is protecting the environment.  And in VA this is the job of the environmental quality department.  David Paylr and his team need to do more in Virginia to reduce our carbon footprint.  

Consider cap and trade - it will pay for itself with proper enforcement. 

Consider a greater larger gasoline and deisel fuel tax.

Maximize investments in zero-carbo, solar and wind energy systems and efficiency.
