As a Virginian, I do appreciate, however anemic, the initiatives taken by Governor McAuliffe, at least its a start. However, taking strong action on climate change is not about  producing green energy, it's about reducing carbon footprints.  I  request that the Department of Environmental Quality use its full authority to:

1. Create rules — based on the strongest available science — that  first, significantly demand reduction of use of all energy from  Virginia's carbon producing power plants and second, reduces  carbon pollution from those plants. 
2. Address the disproportionate environmental and financial effects experienced by our most vulnerable communities.by endorsing, developing and promoting residential PACE programs to dramatically reduce their energy consumption, thus lowering their carbon footprints and their energy costs..  Using PACE financing they can live in net zero homes too! They too can be paid to go green!.  Empower them to use residential PACE for better insulation, high efficencty low cost least carbon polluting geothermal HVAC and hot water poducing equipment.  Geothermal HVAC can eliminate fossil fuel combustion for both heat and hot water.  Once reduction is accomplished, then providing wind and solar, on site, to minimize transmission losses, makes much more sense than simply promoting solar and wind energy production.  "Reduce before you produce!"
3. Grow the economy and reduce carbon pollution by maximizing investments in energy efficiency then deploy zero-carbon wind, solar etc.
4. Delete requirements for RECs and replace them with cost indexed carbon credits.Low cost per credit carbon reduction should sell for highest prices, if that comes from solar and wind that's GRAND!  Reducing arbon footprints in a "highest and best use" approach will get Virginia the most carbon bang for the buck!
5. Work toward a Virginia carbon tax and dividend plan as put forward by the Citizens Climate Lobby.
