I absolutely support this option.  As a Licensed Technician in a high volume hospital we often do not have enough techs to be available to place catheters when needed. The state has such a shortage of technicians that we simply cannot hire enough to support our need for their skills. I learned as an unlicensed assistant before I was ever in school in Maryland and I was taught by an unlicensed technician how to place it.  We have several (not all) assistants I believe are fully capable of learning this task and I would trust them more than some LVT's I have met.
