Oppose Petition
 

With utmost respect for the VVMA, BOVM, and veterinary patients, I oppose the petition allowing insertion of IV catherers ( w/ restriction of jugular catheter) by assistants.   I agree there is a shortage of LVT's throughout the Commonwealth and acknowledge improvement is needed.   I also agree capable assistants could be properly trained to place IV catheters, however there is no provision for oversight of the training and I believe the training would greatly vary amongst veterinarians / practices.   

If an emergency situation occurs where the veterinarian is unavailable (off-site, in surgery, etc.) to attend to a patient, Regulation 18VAC150-72-172(C) allows the veterinarian to delegate duties to appropriate veterinary personnel provided the veterinarian has physically examined the patient within previous 36 hours.   Hopefully, these situations are rare occurences. 

Insertion of IV catheters should be limited to licensed staff.   Thank you for your review and consideration.
