Of course you can hire someone off the street and properly train them to safely place IVCs. A lot of those catheter sites will probably fare just as well as those placed by a licensed staff member. The problem is, this is not a standard of care anyone in veterinary medicine should support. Think back to why we have professional standards in the first place. One big issue is accountability: if an unlicensed staff member places an IVC and things go very wrong, that person cannot be held accountable to the Board. That is one of many reasons this proposal would never happen in human medicine, and never should. Let's not go down this slippery slope, because technically every skill (even surgery) is something that can be taught to someone off the street.
