In private veterinary practice, there are not enough and likely will never be enough LVT's to accommodate the need for catheter placement. LVT's are being underutilized if only they are allowed to perform basic venipuncture with a catheter, while so many other patient care needs such as oversight of Dr's orders, management of patient comfort, facilitating diagnostics, etc. are being compromised when basic tasks are restricted only to LVT's. The amendment allowing peripheral IV cather placement by non-licensed, properly trained hospital personnel, should be passed.  I have trained pre-LVTs and pre-DVM's in learning periph IV catheterization and feel certain that properly trained assistants can safely and effectively expedite this common task.
