I'd NEVER allow an unlicensed tech to do such fragile and specialized work on my babies. Can you imagine how small the veins are on a kitten? 

As a pet owner, would you feel comfortable knowing that some non-credentialed person was sticking a catheter in your pet's vein?

If you go to the hospital, would you be ok with the janitor stabbing you in the arm because I explained how to insert an intravenous catheter?

The idea of this is insane. These techs go through many many hours of training at great cost to become experts in their field. Don't cheapen their contribution by allowing this.
