Technicians go to school to learn technical tasks such as catheter placement. The only people who should be performing these skills are licensed staff (LVTs, doctors). I would not want an unlicensed person placing an IV in me. Shortage? There's always a DVM on staff. They need to be responsible if there is no LVT present.
