I do not feel that lowering the bar is the way to go when it comes to patient safety. Rulings like this will only diminish the field of veterinary technology. There is real value to having an educated and trained technician being the one perform procedures, as opposed to just letting anyone that is "trained"  work on patients. There is too much leeway here to be a benefit to those patients it will affect.
