dry needling for PTs

I am a licensed acupuncturist currently living primarily in California, but spending time in Virginia and planning to move to Virginia in the next year. I have been in practice for 17 years in California and am on the adjunct faculty of The American College of Traditional Chinese Medicine. I have taught there for the last five years in their clinical setting. It is my opinion that needling should be reserved for licensed acupuncturists. The credential in California takes four years of graduate level study. The understanding of needling and using it appropriately for the body is complex. Although PTs are familiar with anatomy, they are not familiar with acupuncture and I think it could potentially be harmful to patients if done incorrectly. Please preserve this in the scope of practice of acupuncture. PTs can always refer to acupuncturists who I believe have a much more comprehensive skill set for this. Acupuncturists will certainly refer to PTs for what their best skill set is. Thank you for your consideration.
