18VAC160-40-270. Qualifications for master alternative onsite soil evaluator licenses

Two years of full-time experience evaluating site and soil conditions and designing alternative onsite sewage systems verified by one or more of the following: an authorized onsite soil evaluator [ certified by VDH before July 1, 2009 ], a professional engineer, or an alternative onsite soil evaluator.

please strike Two years and replace with Four (4).  Soil scientists may have the ability to characterize soils, but lack the ability to prepare site plans and construction specifications.  The four year training requirement will enable all professionals to achieve a minimum baseline of skills to practice engineering within the scope of our license.  Engineers are not provided a relaxed standard to obtain licensure.  An OSE makes use of the same values and calculations that professional engineers rely upon.  For example, both category of professionals use the same skill set to design a pump system.
