Dry needling is part of acupuncture practice, to practice acupuncture requires State Acupuncture License. If the individual is not licensed acupuncturist while practice dry needling, that means he or she is not competently trained  thus create potential public safety.

Physical Therapist can't practice dry needling unless they possess acupuncture license.
