This regulation destroys a self executing right clearly defined in Section 1, section 13 of the constitution of Virginia. The proposed regulation clearly exceeds the rulemaking authority granted to the executive. The regulation clearly frustrates the legislative intent which defined the areas where concealed weapons were prohibited in the Commonwealth.
