State agencies inconsistent

I assumed, incorrectly, that as a Virginia CHP holder, I could legally carry on all commonwealth held public lands.  My ignorance has been corrected.  Now my question is, "why not!?”  I can already carry a concealed weapon on VDGIF wildlife management areas.  This weapon is in addition to any hunting weapon I may be carrying.  Why isn't there a consistent policy between the various state agencies?  I am a member of the NRA and the VCDL.  I am also a 30 year Navy veteran and retired Master Chief.  I've spent most of my adult life defending the Constitution.  Why are these rights I've spent a lifetime defending being arbitrarily and inconsistently suppressed by an unelected state bureaucracy?  I guarantee you that convicted felons routinely carry weapons on state forest lands with absolutely no regard for this capricious regulation.  This regulation only impacts law abiding citizens like myself faced with the dilemma between breaking the law or defending my family.  I shouldn't have to make this decision.  Enact this petition now!
