Their appears to be no cause for this legislation unless maybe the Governor is making the irrational assumption that a legal CHP carrier is by default a threat to employees of the Commonwealth. This is just another attack on law abiding citizens not because this is a problem but because Mr. McAuliffe has an alternate opinion and the power to suppress the rights of those he doesn't agree with.
