It's common sense.
 

The right to defend one's self has no  borders.  Unfortunately there are predatory humans that may see the state forests as an area of opportunity, especially if they know the populace in these areas to be unarmed.  Why should I surender my best means of defense at the forest bondary.  This is the most likely area that law enforcement will have the most difficulty reacting to a crime.  The key word is "Reacting" they have no means of predicting the occurance of a crime and therfore do not have the ability nor the responsibility to defend any one individual without cause.
