As a law abiding citizen of the commonwealth of Virginia I think I should be able to exercise the rights given to us all by God and enshrined in the Constitutions of the United States and of Virginia.

It does not make sense from a legal perspective that you, as a part of Virginia Government are going against preemption.  You should have to follow the same laws that the rest of us do.
