Frankly, I was amazed to learn that handgun carry is restricted in Virginia State Forests.  Please remove this unsafe regulation immediately.  Many criminals, particularly those intent on rape and murder, purposefully target people in these "totally unarmed law-abiding people zones" (TULAPZs).  I make it a point to avoid public and commercial spaces where law-abiding citizens are prohibited from carrying firearms.  Not only do I prefer to carry, I encourage my employee, my family members and all other law-abiding folk to do so.  In fact, the knowledge that many other people around me may be carrying makes me feel safer than my own firearm does.  The criminal is not greatly deterred by the lone defender or the remote possibility that a law enforcement officer will happen by during commission of the offense.  Rather it is the maintenance of "defense in width and in depth", where even the most vulnerable-looking person could be packing heat, that is the greatest deterrent.
 
There are some TULAPZs which I can not avoid (e.g., certain government buildings, commercial airplanes), but Virginia state forests are not among them.  Though my family and I enjoy the outdoors, I do not have a pressing need to go to a State Forest.  I won't be frequenting any again, and will recommend the same to others, until the State changes this rule.  I expect many other gun owners feel as I do, and avoid State Forests.  Obviously, there are at least a handful of Virginians so squeamish about guns that they actually "feel" better walking through a Forest devoid of law-abiding gun bearers.  But I can't believe most  Virginians agree, even the non-gun-owning among us.
