Allow law abiding citizens to exercise their legal right to carry everywhere in the Commonwealth of Virginia - to include Commonwealth (State) Forests.  The self-defense needs of law abiding citizens don't change when they enter a state forest.  Where there are unarmed people and armed criminals know this, there are victims.
