What is it that you don't understand about Section 13 of the Virginia Constitution:  "...the right of the people to keep and bear arms shall not be infringed?"  With your current regulation, you are no different than the District of Columbia.  I think law-abiding citizens have a duty to ignore your current regulation as it is clearly unconstitutional.  Please pass the petition.
