Lawful carry of handguns should be allowed.  Otherwise the only people who will be armed in State Forests will be the criminals.  It never ceases to amaze me that anti-gun activists keep confusing lawful carry of handguns for self-defense with the criminal use of handguns.  Just to be clear -- citizens who carry lawfully are not the ones to be feared; it is those who carry unlawfully with criminal intent.  If you issue an anti-gun ruling it will only dissuade the first group, the law abiders, from whom you have never had anything to fear.  It WILL NOT DISSAUDE the law breakers, from whom you have everything to fear.  In fact, it may even embolden the law breakers since they can be reasonably assured that the law abiders will be disarmed.
