When considering applications for new endorsements, these should be submitted and processed before any revision to current endorsements.  When a new regulation is considered and an approved program instituted, changes to existing programs should not have to submit updated matrices or other items that are submitted for new endorsements.  If program changes align with new regulations, schools should submit a rationale for the change(s) and an updated or new degree plan listing all courses with the next biennial report.
