Please REJECT any regulation that discriminates against faith-based adoption agencies or requires them to place children in situations completely unacceptable to the religious tenets of the birth parents. This will have the effect of driving many adoptions underground or even stopping adoption altogether. Adoption is not a baby market - adults do not have a "right" to adopt in the sense that they have a right to vote or a right to free speech. Adoption is a limited privilege, and the children's interests should come first.
