Virginia should not allow state licensed child placing agencies to discriminate against children or their prospective parents on the basis of race, national origin, ethnicity, gender, age, religion, political beliefs, sexual oriantation, disability, or family status. The best interest of the child should be the sole factor in deciding whether a child should be placed with either a prospective foster care or adoptive parent or parents.
