In the Child's Best Interest
 

The best interests of the child must be the primary consideration in all judicial or administrative actions concerning children. This clearly includes child placement with adoptive or foster parents. A child capable of forming and expressing his or her own views must be given an opportunity to be heard in any judicial or administrative proceedings.

Other factors, including but not limited to the national origin, religious, political or sexual orientation of the prospective foster or adoptive parent or parents must not override this primary concern for the best interests of the child.
