Income should be counted the same way for all people who apply for any type of benefits at social services.  I can't believe that the way we are currently counting ineligibile aliens income has gone on for this long.  I know that tax paying US Citizens would be appalled if they knew how social services counted income of ineligible aliens as opposed to US citizens.
