One Fraud Investigator's View Point on Income of Illegal Immigrants
 

As a fraud investigator in an area with a large immigrant population, I almost daily encounter cases where the difference in income between illegal alien households and citizen households causes me to take divergent actions against the program offenders. I can have two cases with the same household composition, the same income, and the same program violation of not reporting that income however have two different claims amounts and by that standard can have a citizen household being referred to court for a program violation and possible felony conviction and have an illegal alien household who simply has to pay back the money they fraudulently received. Not only that, but because the proration of income is highly difficult to explain to alien households, we have a hard time proving that these clients could even be expected to understand their reporting requirement so that they could report timely any changes to their income. As a former SNAP recipient, I find it hard to understand how it is fair for a household with my same income to be eligible for SNAP benefits so that they can feed their children while I am continuing to struggle without that extra assistance each month to feed my child. Something is wrong with a system that will reward those persons who are already breaking the law by being here by giving them incentives such as extra benefits and not holding them accountable for further felony acts such as lying to the program they are receiving the benefits from. Each individual should be equal before the law and therefore each household should be treated the same when applying for and receiving benefits. Our applications state that we do not dicriminate, then let's stop dicriminating against our own citizens and count dollar for dollar for all households.
