There is no reason to attack religous groups that placing children in loving homes.  

If the effect of this proposal will reduce the options available hurting the children and society over all.    Forcing all groups to conform to rules that are immoral according to may religions will actually force these agencies chose between violating the precipts of their religons or closing their doors.  

In DC similar legisation forced Catholic Charities to stop providing services.    This is unnecessary and harmful.
