No protection for Christian agencies

The main issue I have with the proposed regulations, which otherwise have a commendable goal in desiring to protect children from abuse and to streamline paperwork, is that the new regulation would force Christian foster-care/adoption agencies to choose between acting uprightly in following the natural moral law from God on the one hand and complying with the state. The failure of the state to comply with the natural law could be avoided by removing the language of "discrimination" regarding sexual orientation from 22VAC40-131-170 Part B. This would allow Catholic and other Christian agencies to cooperate with the state for the sake of the common good in caring for these children without forcing a mindless showdown on this issue, an issue where the state may actually be the one acting unjustly (and not the other way round). Thanks for your time, I hope that this regulation goes through save for this one point--which will vitiate the morality of the whole attempt if left as is.
