Children who have lost or been abandoned by their own parents need the special love and care that foster or adoptive parets can give.  These parents should be of the best character with a desire to truly love and take care of their adopted or foster children.  Whatever their faith, their beliefs, these should have no bearing on their character and desire to love children.  It is vital that Virgina not pass this regulation.  If they do pass it, then thousands of children will be missing out on the love and care of good people.
