I am writing to express opposition to the proposed Virginia Social Services regulation 22 VAC 40-131-170 (B).  It requires a Licensed Private Child Placing Agency to accept any individual regardless of whether that individual shares the agency's religious and moral beliefs. 

This will basically force any agency to go against their moral standards and thus shut them down!  How is this in the best interest of the child?  So should these agencies accept pedophiles as foster parents? How are you helping the children?
