The passage of this regulation is nothing more than an effort to promote a social politics and has nothing to do with best interests of the children. In fact it will eliminate aid from the most successful organizations that do this work with the total welfare of the children in mind. To pass legislation  which only intention is to merely pander to a small select political constituency and hobble the religious based organizations efforts is bigoted and will cripple the process of child adoption already hard enough.
