In light of the numerous sociological studies that show a child is best raised by a mother and father, and in order to protect the conscience rights of many agencies which faciliate adoptions, including Catholic Charities, a wish to voice my opposition to the proposed regulation 22 VAC 40-131-170(B). 

Please do not deprive innocent children of the need and neccesity of being raised in a normal home with a mother and father, nor violate the conscience rights of adoptive agencies.
