I want to comment to voice my opposition to this proposed regulation in the strongest possible terms.  Churches in general and the Catholic Church in particular, have played a crucial role in countless adoptions over the years.  This regulation would not only prevent religious organizations from participating in the adoption process, but it also violates our basic religious freedoms, and thus the Constitution of the United States.  Please re-consider enacting this regulation.
