I would like to respectfully request that the BON denies this petition. 

Clinical learning in entry-level RN programs consists of experiences in medical/surgical nursing, pediatrics, obstetrics, and psychiatry, and often will include experiences in critical/intensive care and the operating room.  Excelsior College does not provide any of these experiences to it's students.  These experiences are also not provided in LPN, paramedic, or other programs that Excelsior accepts students from for entry-level licensure.  Substituting work experience for all of the clinical work that is traditionally done in an entry-level RN program is a poor choice as it robs the public of RNs that have a broad knowledge base.

Many of the supporters of this petition are Excelsior students.  Although I can empathize with their dismay at being unable to become licensed in the State of Virginia, it the the responsibility of the BON to maintain regulatory standards for the RN profession.  I believe that Excelsior College needs to be held responsible for the outcomes of it's graduates.  Education (didactic work) and training (clinical work) are essential to preparing future RNs adequately; if Excelsior College will not voluntarily raise it's standards of preparation for the RN role and licensure, the students need to organize for their own benefit and future.  The BON's decision should be upheld and standards should be maintained regardless of the outcome of these unfortunate students, however.    

RNs are the best educated direct care providers in an increasingly complex, technologically advanced U.S. healthcare system.  We need caregivers with more knowledge than ever at this point in history.  Now is not the time to start cutting corners on educational standards.
