Agency Reason: The staff in the Virginia Department of Health, Office of Minority Health and Health Equity (OMHHE,) who were responsible for drafting and revising the final amendments to12 VAC 5-540 had a number of competing workload priorities leading up to the 180-day deadline of June 21, 2013. This included several projects pertaining to federal grants. The OMHHE experienced staff turnover during the same timeframe. The Board of Health approved the final amendments on September 12, 2013, and they were certified by the Attorney General's Office on October 22, 2013.
