Purpose of the meeting
A public hearing on a draft state major permit for Columbia Gas - Strasburg Compressor Station. Columbia Gas Transmission, LLC has applied for a State Major permit to construct three natural gas-fired turbines, and to modify one natural gas-fired turbine at the Columbia Gas - Strasburg Compressor Station. As part of the project, the facility will shut down two existing turbines. The project will cause the facility to be classified as a major source of air pollution for nitrogen oxides (NOx), and carbon monoxide (CO). The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 118.0 tpy of NOx, 249.4 tpy of CO, 63.6 tpy of volatile organic compounds (VOC), 1.51 tpy of sulfur dioxide (SO2) and 13.9 tpy of PM10/PM2.5. The technology that will be used to control the air pollution from the facility is a dry low NOx combustion system. The estimated effect on air quality near the facility from the proposed project is not expected to cause or contribute to a violation of any National Ambient Air Quality Standard (NAAQS). The public comment period begins on September 2, 2016 and ends on October 18, 2016.
