Purpose of the meeting
A public hearing on a draft Prevention of Significant Deterioration Permit for Virginia Electric and Power Company to build the Greensville County Power Station. The facility will be classified as a major source of air pollution and will be located at 2500 Rogers Road, just west of Emporia, Virginia. The maximum annual emissions of air pollutants from the facility are expected to be: 188.7 tons per year of PM10, 188.2 tons per year of PM2.5, 929.8 tons per year of CO, 374.8 tons per year of NOx, 56.5 tons per year of SO2, 647.6 tons of VOC, 29.8 tons per year of H2SO4, 5,783,515 tons per year of CO2e, 0.18 tons per year of acrolein, 6.43 tons per year of formaldehyde, 1.16 lbs per year of beryllium, 106.6 lbs per year of cadmium, 135.2 lbs per year of chromium, 48.6 lbs per year of lead, 25.2 lbs per year of mercury, and 204.0 lbs per year of nickel. The applicant proposes to use natural gas as fuel for the power plant. Modeling has shown that the proposed project does not cause or significantly contribute to a predicted violation of any applicable NAAQS, Class I or Class II PSD increment. Additionally, air emissions from the facility and associated construction and industrial growth are not anticipated to adversely impact visibility, soils, or vegetation. The comment period begins on February 15, 2016 and ends on March 31, 2016. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. In addition an informational briefing will be held prior to the public hearing from 6:00 p.m. to 6:30 p.m.
