Purpose of the meeting
A Department of Environmental Quality public hearing on a draft permit modification for Volvo Group North America, LLC's New River Valley Plant. Volvo Group North America, LLC has applied for a permit to modify the New River Valley Plant’s existing integrated cab and plastics paint line resulting in separate prime, basecoat and clearcoat lines for metal cabs and plastic parts. The project is subject to major new source review for VOC, PM10 and PM2.5. The facility is classified as a major source of air pollution and is located at 4881 Cougar Trail Rd., Dublin VA. Modeling has shown that the proposed project does not cause or significantly contribute to a predicted violation of any applicable NAAQS or Class II area PSD increment. The maximum annual emissions of air pollutants from the facility are expected to be: VOC (799.2 tons/yr), PM (48.4 tons/yr), PM10 (48.4 tons/yr), PM2.5 (48.4 tons/yr), NOx (39.6 tons/yr) and CO (33.3 tons/yr). The applicant proposes to use 920 x 106 standard cubic feet of natural gas per year. The technologies that will be used to control the air pollution from the facility are dry filters, low NOx burners, air recirculation and regenerative thermal oxidizers. No adverse impact on air quality near the facility is expected from the proposed project. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public may review the draft permit and application at the DEQ Blue Ridge Regional Office or may request copies of the documents from the contact person listed above. The public comment period begins on October 2, 2015 and ends on November 17, 2015.
