Purpose of the meeting
A public hearing to receive comment on a draft permit amendment for the Commonwealth Chesapeake Power Station located in New Church. Commonwealth Chesapeake Company, LLC has applied for an amendment to their Prevention of Significant Deterioration Permit to allow them to assist the Pennsylvania-New Jersey-Maryland Interconnection, LLC electrical interchange (PJM) in restoring power to the grid if there is a regional blackout. The significant amendment will now allow a black start emergency diesel generator to fire a turbine at a low operating load of 10% for up to 6 hours to power the local station. PJM would then coordinate with the facility to bring other turbines online (by using the power from the station) to supply power in a controlled manner to the grid and restore regional power. There are no expected increases in emissions as a result of this project. The facility is classified as a major source of air pollution for NOx, CO and SO2 from its permit issued in 2000. The maximum annual emissions of air pollutants from the facility are not changing and are 72 tons/yr of particulate matter and PM-10, 720 tons/yr of nitrogen oxides, 152 tons/yr of sulfur dioxide, 210 tons/yr of carbon monoxide, and 39 tons/yr of volatile organic compounds. The nitrogen oxides will not be controlled by water injection when the turbine is operating at 10% load, whereas under normal operating conditions (greater than 70% load) the nitrogen oxide formation is controlled by water injection. There are no adverse impacts on air quality expected from the proposed project. The comment period on the draft permit amendment begins on April 8, 2015 and ends on May 26, 2015. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit.
