Purpose of the meeting
A public hearing to receive comments on a draft significant amendment to a prevention of significant deterioration permit for Virginia Electric and Power Company Hopewell Power Station. Dominion has applied for a permit amendment for their biomass-fired facility in Hopewell. The significant amendment is the result of the variability and loading conditions of the biomass fuel. One of the changes is the use of natural gas for flame stabilization in addition to startup and shutdown. The facility is classified as a major source of air pollution and is located at 107 Rev. CW Harris Senior Street, Hopewell. The biomass project in 2012 was subject to major new source review for carbon monoxide, for which there is no increment. The maximum annual emissions of air pollutants from the facility are expected to be: 102.2 tons/yr of particulate matter; 93.1 tons/yr of PM-10; 38.2 tons/yr of sulfur dioxide; 412.4 tons/yr of nitrogen oxides; 916.4 tons/yr of carbon monoxide; 43.8 tons/yr of volatile organic compounds. Dominion proposes to use 6.1 mmbtu/yr heat input to the primary boilers of biomass as fuel, of which no more than 305,474 mmbtu/yr is natural gas. There is no change to the technologies used to control the air pollution from the facility, which are fabric filters, flue gas desulfurization, selective non-catalytic reduction, staged combustion and continuous fuel feed. There is no expected adverse impact on air quality near the facility from the project. DEQ accepts comments and requests for Board consideration by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public may review the draft permit and application at the DEQ office named above or may request copies of the documents from the contact person listed below. The public comment period begins on March 3, 2015 and ends on April 23, 2015.
