| Purpose of the meeting A public hearing to receive comments on a proposed modification of a Virginia Pollution Abatement (VPA) Permit for Recyc Systems, Inc. to land apply treated municipal waste in Lunenburg County. Recyc Systems, Inc. has applied to modify an existing permit for the land application of biosolids to 230 fields in Lunenburg County, VA totaling approximately 4,439.9 acres of farmland. The additional acreage in the proposed modification of the permit will allow the applicant to land apply biosolids residuals to no more than 7,392 acres of agricultural and/or silvicultural land in accordance with a nutrient management plan. DEQ’s preliminary decision is to approve the permit modification. The public comment period begins on September 24, 2014 and ends on November 13, 2014. An informational briefing will be held 1/2 hour before the public hearing. The Board accepts written comments by hand-delivery, e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen. 2) A brief, informal statement on how the proposal affects the person commenting. The Board also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit and application at the DEQ office named below. | |
