Summary	This Title V Guidance Manual updates the previous Title V Guidance Manual dated June 15, 1999 and is intended to assist the regional permitting staffs of the Department of Environmental Quality (DEQ) in carrying out the federal operating permits program mandated by Title V of the federal Clean Air Act Amendments of 1990, federal regulations implementing the Act, and state law and regulation. This Guidance Manual is prescriptive where possible and descriptive where necessary.
