On 9/1/2017 the board requested that this emergency stage be extended until 8/27/2018.

Reason for Extension:
The process and automated computer system by which the Commonwealth’s citizens must functionally qualify in order to access Medicaid covered long term services and supports (both nursing facility or community based care) are set out in this regulatory action. DMAS collaborates with the Commonwealth’s hospitals and nursing facilities, local health departments, local departments of social services and community based care providers to ensure the accurate and smooth functioning of the process. Since so many public and private agencies and organizations are involved in this process, DMAS expects a large number of comments on the proposed stage regulations in spite of its use of a representative technical advisory group in the regulations’ development. In addition to the rule making process and comment period, the automated system which pays for the performance of screenings and collects data is being revised. Such computer system revisions require significant testing to ensure that the changes result in a sound system that continues to function effectively and efficiently. This process and computer system is now handling requests from more than 30,000 citizens annually. Due to all these factors and the 2018 administration change, DMAS requests the Governor's approval of the extension of this emergency regulation.

This emergency extension request was approved by the Governor's office on 9/8/2017.
