Concern over use of term "parent" throughout document; parent appears to be undefined. Does this term cover legal guardians, custodians, and other persons and/or entities that have care and control over the child?

Consider as part of the annually reporting to DOE under 750-90 to include a written attestion compliance with 8VAC20-750-70.C.While I understand self policing, providing a statement to DOE they either have or have not completed an annually review is helpful for auditing process and accountablility.
