First, this regulation is based on the assumption that the predictions of the top climate models are accurate.  These models have shown time and again that they cannot reproduce the observed climate of the past when past climate data is used as input.  Secondly, there is no evidence that increases in atmospeheric carbon dioxide are the cause of climate change.  The climate has been warmer when carbon dioxide levels have been lower than today and cooler when carbon dioxed levels have be higher than today.  In a word, the proposed regulation is has no logical basis and should not be implemented.
